Tier sets are special pieces of gearing that, when equipped at the same time, provide you with a bonus. This bonus is based on the number of pieces from the set you have equipped, with most tier sets providing bonuses when equipping 2 or 4 pieces.

Sepulcher of the First Ones Tier Set Bonuses for Discipline Priest
The 2-set bonus was recently changed to stack these free Shadow Mend buffs and increase their Atonement duration, that said, this bonus is very medicore and low impact. The 4-set bonus however provides a strong increase to Penance damage during ramp periods by guaranteeing Power of the Dark Side procs and boosting that damage further. This is a good damage and healing increase for the spec.
Tier Set Bonus Gameplay Changes for Discipline Priest
Your 4-set bonus provides a significant damage buff to Penance and angles the spec more towards taking Venthyr covenant, in particular when double legendaries are available as it provides a hefty buff to your Crit Strike after casting Mindgames. Together, they significantly alter where your Atonement healing is generated from, even more so if The Penitent One or Scrawled Word of Recall is mixed into the equation.
With this, you can apply your Atonements as usual with Rapture into Power Word: Radiance casts but you could leverage the Scrawled Word of Recall trinket from Sanctum to reset the cooldown of your Penance to allow a faster follow-up cast to take advantage of the set bonus buff, the critical strike buff from Shadow Word: Manipulation, Schism and perhaps The Penitent One if you opt to use that legendary (more info on when you would take it on the legendaries page).

Additional item slots will be available from the Great Vault or once the Creation Catalyst crafting system becomes available.
To unlock the tier set bonus, you'll need to equip 4 pieces of the tier set. Discipline Priest prefer equipping tier pieces on Helm, Shoulder, Chest, and Legs. However, you can use any 4 combination of the five pieces, aiming to achieve the highest overall item level while still maintaining the tier set bonus as well as your maximum number of legendaries.
